Update: Horizontal Railing Now Code Approved in Alberta

Alberta has adopted the National Building Code (NBC) articles pertaining to guard design as of April 1, 2019. The new code allows for greater design freedom for guard infill, which means Albertans can now explore and enjoy a wider range of guardrail design choices, including horizontal railing.
Research conducted by the National Research Council of Canada revealed that the code articles for guards pre-NBC 2015 “to not facilitate climbing” were not supported by evidence associating injuries with the design of guards. The new code articles now only restrict guard design (besides guard height and size of openings) to guards protecting a level more than 1 storey (4.2 metres) above the adjacent level.
Can you install Horizontal Railing in Alberta?
Albertans can now install horizontal railings including cable railing, cross tube or rod, for their stairs, decks, and railings.

What is the Alberta Building Codes and Standards?
The Alberta Building Codes and Standards is a provincial regulation in the province of Alberta on how new construction, building alterations, repairs, and demolitions are done. This code sets minimum requirements for safety, health, accessibility, fire and structural protection of buildings, and energy and water efficiency.
The Alberta Building Code has adopted article 9.8.8.6 of the National Building Code as follows:
9.8.8.6. Design of Guards to Not Facilitate Climbing
1) Except for guards in industrial occupancies, guards required by Article 9.8.8.1. that protect a level located more than 4.2 m above the adjacent level shall be designed so that no member, attachment or opening located between 140 mm and 900 mm above the level protected by the guard facilitates climbing. (See note A-9.8.8.6.(1).)
